Hello James
it is covered under rule 52 Form of licence of the arms rules 1962
The discretion to specify the time limit within which the arms are to be produced before the licencing authority is left to the licencing authority.

Hello James,
Here in Hyderabad I have heard that it is usually 3 months the first time, 3 months the second time and then 1 month(upto 3 times). This is only a general thing and I have myself been an exception to this.
The law only says that if the licensee does not procure and produce the firearm before the expiry of the production period the license stands cancelled, however there is no limit on the number of times the Licensing authority may extend the production period or the maximum time period. For example I know some one who has been given a full year at the first instance it self.
