Gun Licence and Training Certificate-Karnatak

Hello friends,
Bit confused and need some help..I applied for a gun licence in Karnataka and fulfilled all the requirements asked by DC..he was above to sign my licence.someone porked his nose and he mentioned about training certificate..after this, they are asking me to produce "Training Certificate". I know there is only one training center in Bangalore-KSRA and I am not in Bangalore. should i get certificate from KSRA or is there any other training body in Karnataka? some one was telling me that even we can approach SP office in district headquarter for rifle handling course..is that true????

Training certificate is not a legal requirement under Arms Act 1959.

Send an RTI asking or the section under which training certificate is required and information regarding training centers recognized by the dm's office. They will be unable to answer both, and you shall have your argument...

Hi mate can you please tell which part of Karnataka are you from. You will need to get a CRTC certificate for applying firearms license in Bangalore. Yes even though its not a legal requirement under Arms Act 1959. The Babus take this seriously and its good to do a safety course too without this you cant even apply for a license leave getting one. You can do it KSRA or Bangalore CAR which is in Market...

ಭಾರತದಲ್ಲಿ ಬಂದೂಕು (Gun) ಹೊಂದಬೇಕಿದ್ದರೆ ಅದಕ್ಕೆ ಕೆಲವೊಂದು ನಿಯಮಗಳಿವೆ.

1956 ರ ಶಸ್ತ್ರಾಸ್ತ್ರ ಕಾಯ್ದೆಯು Non-Prohibited Bore (NPB) ಬಂದೂಕುಗಳನ್ನು ಪಡೆಯಲು ಅನುಮತಿಸುತ್ತದೆ. ಈ ಕೆಳಗಿನವುಗಳ ಅಡಿಯಲ್ಲಿ ಭಾರತೀಯರು ಬಂದೂಕು ಪರವಾನಗಿಯನ್ನು ಪಡೆಯಬಹುದು.

*ಯಾರೆಲ್ಲ ಬಂದೂಕು ಇಟ್ಟುಕೊಳ್ಳಬಹದು?*

*ಆತ್ಮರಕ್ಷಣೆ:* ಬೆದರಿಕೆಗೆ ಒಳಗಾಗಿರುವರು ಆತ್ಮರಕ್ಷಣೆಗೆ ಬಂದೂಕು ಇಟ್ಟುಕೊಳ್ಳಬಹದು.

*ಸಾಮಾನ್ಯ ಭದ್ರತೆ:* ಬ್ಯಾಂಕುಗಳು, ಸಂಸ್ಥೆಗಳು ಇತ್ಯಾದಿಗಳಿಗೆ ಭದ್ರತೆ ಒದಗಿಸುವುವರು ಬಂದೂಕು ಇಟ್ಟುಕೊಳ್ಳಬಹುದು. ಇನ್ನು, ವಿವಿಐಪಿಗಳು ಮತ್ತು ರಾಜಕಾರಣಿಗಳ ಗನ್​ಮ್ಯಾನ್​ಗಳು ಬಂದೂಕು ಇಟ್ಟುಕೊಳ್ಳಬಹುದಾಗಿದೆ.

*ಬೆಳೆ ರಕ್ಷಣೆ:* ಪ್ರಾಣಿಗಳಿಂದ ಬೆಳೆಯನ್ನು ರಕ್ಷಿಸಿಕೊಳ್ಳಲು ಕೃಷಿಕರು ಬಂದೂಕು ಇಟ್ಟುಕೊಳ್ಳಬಹುದಾಗಿದೆ.

*ಕ್ರೀಡೆ:* ಕ್ರೀಡಾ ಉದ್ದೇಶಗಳಿಗಾಗಿ ಬಂದೂಕು ಇಟ್ಟುಕೊಳ್ಳಬಹುದು.

*ಅನಿವಾಸಿ ಭಾರತೀಯರು:* ಭಾರತಕ್ಕೆ ಹಿಂದಿರುಗುತ್ತಿರುವ ಯಾವುದೇ ಭಾರತೀಯರು ವಿದೇಶದಲ್ಲಿ ಎರಡು ವರ್ಷಗಳಿಗೂ ಹೆಚ್ಚು ಕಾಲ ಬಂದೂಕು ಹೊಂದಿದ್ದರೇ, ಅವರು ಭಾರತೀಯ ಪರವಾನಗಿಗೆ ಅರ್ಜಿ ಸಲ್ಲಿಸಬೇಕು. ಪರವಾನಿಗೆ ಪಡೆದ ಬಳಿಕ, ಇಲ್ಲಿ ಬಂದೂಕು ಇಟ್ಟುಕೊಳ್ಳಬಹುದಾಗಿದೆ. ಅಲ್ಲದೇ, ಯಾವುದೇ ವಿದೇಶಿ ಪ್ರಜೆ ಕರ್ನಾಟಕದಲ್ಲಿ ಮಾನ್ಯ ಕಾರಣಗಳನ್ನು ನೀಡಿದರೆ ಅಂತವರು ಗರಿಷ್ಠ ಆರು ತಿಂಗಳವರೆಗೆ ಶಸ್ತ್ರಾಸ್ತ್ರಗಳನ್ನು ಹೊಂದಲು ಅವಕಾಶವಿದೆ.

*ಕರ್ನಾಟಕದಲ್ಲಿ ಬಂದೂಕು ಪರವಾನಗಿ ಪಡೆಯಲು ಮಾನದಂಡಗಳೇನು?*

ಅರ್ಜಿದಾರರು ಯಾವುದೇ ರೀತಿಯ ಅಪರಾಧ ಹಿನ್ನಲೆ ಹೊಂದಿರಬಾರದು. ಬಂದೂಕು ಪರವಾನಗಿ ನೀಡುವ ಮುನ್ನ ಪೊಲೀಸರು ಅರ್ಜಿದಾರರ ಬಗ್ಗೆ ಮಾಹಿತಿ ಪಡೆಯುತ್ತಾರೆ. ಉದಾಹರಣೆಗೆ, ಅರ್ಜಿದಾರ ವಾಸಿಸುವ ಪ್ರದೇಶದ ಸುತ್ತಮುತ್ತಲಿನ ಅಥವಾ ನೆರೆಹೊರೆಯ ಜನರಿಂದ ಮಾಹಿತಿ ಪಡೆಯುತ್ತಾರೆ. ವ್ಯಕ್ತಿಯು ಮಾನಸಿಕವಾಗಿ ಅಥವಾ ದೈಹಿಕವಾಗಿ ಸ್ವಸ್ಥನಾಗಿದ್ದಾನೆಯೇ ಅಥವಾ ಇಲ್ಲವೇ ಎಂಬುದನ್ನು ತಿಳಿಯಲು ಅರ್ಜಿದಾರರೊಂದಿಗೆ ಪೊಲೀಸರು ಸಂದರ್ಶನ ನಡೆಸುತ್ತಾರೆ.

*ಬಂದೂಕು ಪರವಾನಗಿ ಪಡೆಯಲು ಅಗತ್ಯವಿರುವ ದಾಖಲೆಗಳು ಯಾವವು?*

* ಅರ್ಜಿದಾರರ ಇತ್ತೀಚಿನ ಭಾವಚಿತ್ರದ ಎರಡು ಪಾಸ್‌ಪೋರ್ಟ್ ಗಾತ್ರದ ಪ್ರತಿಗಳು (ಬಿಳಿ ಹಿನ್ನೆಲೆಯಲ್ಲಿ).

* *ಗುರುತಿನ ಪುರಾವೆ:* ಆಧಾರ್ ಕಾರ್ಡ್ ಅಥವಾ ಅರ್ಜಿದಾರರ ಬಳಿ ಆಧಾರ್ ಕಾರ್ಡ್ ಇಲ್ಲದಿದ್ದರೆ, ಪಾಸ್‌ಪೋರ್ಟ್, ಮತದಾರರ ಗುರುತಿನ ಚೀಟಿ, ಪ್ಯಾನ್ ಕಾರ್ಡ್ ಅಥವಾ ಉದ್ಯೋಗಿಗಳಿಗೆ ನೀಡಲಾದ ಗುರುತಿನ ಚೀಟಿಯನ್ನು ನೀಡಬಹುದಾಗಿದೆ.

* *ನಿವಾಸದ ಪುರಾವೆ:* ಅರ್ಜಿದಾರರು ಆಧಾರ್ ಕಾರ್ಡ್ ಅಥವಾ ಪಾಸ್‌ಪೋರ್ಟ್ ಹೊಂದಿಲ್ಲದಿದ್ದರೆ, ಮತದಾರರ ಗುರುತಿನ ಚೀಟಿ ಅಥವಾ ವಿದ್ಯುತ್ ಬಿಲ್ ಅಥವಾ ಬಾಡಿಗೆ ಪತ್ರ ಅಥವಾ ಗುತ್ತಿಗೆ ಪತ್ರ ಅಥವಾ ಆಸ್ತಿ ದಾಖಲೆಗಳನ್ನು ನೀಡಬಹುದು.

* ಬಂದೂಕು ತರಬೇತಿ ಪ್ರಮಾಣಪತ್ರ

* ಬಂದೂಕು ಬಳಕೆ ಉದ್ದೇಶ ಮತ್ತು ಹೇಗೆ ಸುರಕ್ಷಿತವಾಗಿ ಇಟ್ಟುಕೊಳ್ಳುತ್ತೀರಿ ಎಂಬುವುದನ್ನು ಧೃಡಪಡಿಸಬೇಕು.

* 2016 ರ ಶಸ್ತ್ರಾಸ್ತ್ರ ನಿಯಮಗಳ ನಿಯಮ 12 ರ ಉಪ-ನಿಯಮ (3) ರ ಷರತ್ತು (ಎ) ರಲ್ಲಿ ನಿರ್ದಿಷ್ಟಪಡಿಸಿದಂತೆ ವೃತ್ತಿಪರ ವರ್ಗದ ಅರ್ಜಿದಾರರು ಶೈಕ್ಷಣಿಕ ಮತ್ತು ವೃತ್ತಿಪರ ಅರ್ಹತಾ ಪ್ರಮಾಣ ಪತ್ರ ನೀಡಬೇಕು.

* ನೋಂದಾಯಿತ ಎಂಬಿಬಿಎಸ್​ ವೈದ್ಯರು ನೀಡಿದ ಮಾನಸಿಕ ಆರೋಗ್ಯ ಮತ್ತು ದೈಹಿಕ ಸದೃಢತೆಯ ಪ್ರಮಾಣ ಪತ್ರ ಸಲ್ಲಿಸಬೇಕು.

* ಬರ್ತ್​ ಸರ್ಟಿಫಿಕೇಟ್​ (ಉದಾ: ಮೆಟ್ರಿಕ್ಯುಲೇಷನ್ ಪ್ರಮಾಣಪತ್ರ ಅಥವಾ ಶಾಲೆ ಬಿಡುವ ಪ್ರಮಾಣಪತ್ರ, ಪಾಸ್‌ಪೋರ್ಟ್ ಇತ್ಯಾದಿ).

*ಬಂದೂಕು ಪರವಾನಗಿ ಅರ್ಜಿ ಸಲ್ಲಿಸುವುದು ಹೇಗೆ?*

ಅರ್ಜಿದಾರರು ಪರವಾನಗಿಯ ಅಗತ್ಯವಿರುವ ಉದ್ದೇಶವನ್ನು ಸ್ಪಷ್ಟವಾಗಿ ನಮೂದಿಸಬೇಕು. ಉದಾಹರಣೆ: ಕೃಷಿ, ಆತ್ಮ ರಕ್ಷಣೆ ಇತ್ಯಾದಿ.

*ಬಂದೂಕು ಪರವಾನಗಿ ಸಲ್ಲಿಸಲು ಏನು ಮಾಡಬೇಕು?*

* ಆನ್‌ಲೈನ್‌ನಲ್ಲಿ ಅರ್ಜಿ ಸಲ್ಲಿಸುವ ಮೊದಲು, ಅಗತ್ಯವಿರುವ ಪ್ರತಿಯೊಂದು ದಾಖಲೆಗಳ ಸ್ಕ್ಯಾನ್ ಮಾಡಿದ ಪ್ರತಿಯನ್ನು ಪಿಡಿಎಫ್ ಸ್ವರೂಪದಲ್ಲಿ (ಪ್ರತಿ ಪಿಡಿಎಫ್ 1 mb ಮೀರಬಾರದು) ಮತ್ತು ಛಾಯಾಚಿತ್ರವನ್ನು ಜೆಪಿಜಿ ಸ್ವರೂಪದಲ್ಲಿ (ಪ್ರತಿ ಜೆಪಿಜಿ 50 ಕೆಬಿ ಮೀರಬಾರದು) ಇರಿಸಿ.

* ಆನ್‌ಲೈನ್​ ​ನೋಂದಣಿಯ ನಂತರ, ಛಾಯಾಚಿತ್ರವನ್ನು ಅಪ್‌ಲೋಡ್ ಮಾಡಿ ಮತ್ತು ಅರ್ಜಿ ಹಾಕಿದ ಪ್ರತಿ ಪ್ರಿಂಟ್​ ತೆಗೆದುಕೊಳ್ಳಿ.

* ಯಾವುದೇ ಮಹತ್ವದ ಸಂಗತಿಗಳನ್ನು ಮರೆಮಾಚುವುದು ಅಥವಾ ಸುಳ್ಳು ಮಾಹಿತಿಯನ್ನು ಸಲ್ಲಿಸಿದರೇ ಅಂತಹ ಅರ್ಜಿಯನ್ನು ತಿರಸ್ಕರಿಸಲಾಗುತ್ತದೆ.

*ಬಂದೂಕು ಪರವಾನಗಿಗೆ ಅರ್ಜಿ ಸಲ್ಲಿಸಲು ಕೆಳಗಿನ ಹಂತಗಳನ್ನು ಅನುಸರಿಸಿ*

* ಶಸ್ತ್ರಾಸ್ತ್ರ ಪರವಾನಗಿ ಆನ್‌ಲೈನ್ ವೆಬ್‌ಸೈಟ್‌ಗೆ ಭೇಟಿ ನೀಡಿ .

* “Apply” ಮೇಲೆ ಕ್ಲಿಕ್ ಮಾಡಿ.

* ರಾಜ್ಯ ಗೃಹ ಇಲಾಖೆ/DM/SDM/ಇತರೆ/MHA ಆಯ್ಕೆಮಾಡಿ.

* ಅರ್ಜಿಯ ವರ್ಗವನ್ನು ಭರ್ತಿ ಮಾಡಿ (ತಯಾರಕ, ವ್ಯಕ್ತಿ, ಸಂಸ್ಥೆ, ಕ್ರೀಡೆ, ಡೀಲರ್).

* ರಾಜ್ಯ, ಜಿಲ್ಲೆ ಆಯ್ಕೆ ಮಾಡಿ.

* ಅರ್ಜಿದಾರರ ಹೆಸರು, ವಿಳಾಸ ಇತ್ಯಾದಿ ಮೂಲಭೂತ ವಿವರಗಳನ್ನು ನಮೂದಿಸಿ.

* ಅರ್ಜಿಯನ್ನು ಪೂರ್ಣಗೊಳಿಸಲು ನೀವು ಹೆಚ್ಚುವರಿ ವಿವರಗಳು ಮತ್ತು ಪರವಾನಗಿ ನಿರ್ದಿಷ್ಟ ವಿವರಗಳನ್ನು ಒದಗಿಸಬೇಕು.

* ಬಂದೂಕು ಪರವಾನಗಿ ಪಡೆದ ನಂತರ, ಅರ್ಜಿದಾರರು ಬಂದೂಕು ಖರೀದಿಗಾಗಿ ಡೀಲರ್ ಅನ್ನು ಸಂಪರ್ಕಿಸಬೇಕು. ಬಳಿಕ ಗ್ರಾಹಕರು ಪರವಾನಗಿ ಪಡೆದ ಅಂಗಡಿಯಿಂದ ಬಂದೂಕು ಖರೀದಿಸಬಹುದು.

*ಪರವಾನಗಿ ಪಡೆದ ಅಂಗಡಿಯಿಂದ ಬಂದೂಕು ಪಡೆಯಲು ಅಗತ್ಯವಿರುವ ದಾಖಲೆಗಳು ಯಾವವು?*

* ಕಾರ್ಖಾನೆ ಇರುವ ಸ್ಥಳದ ಸಾರಿಗೆ ಪರವಾನಗಿಯ ಅಗತ್ಯವೂ ಇದೆ.

* ಬಂದೂಕು ಪರವಾನಗಿಯ ಸ್ಥಿತಿಯನ್ನು ಟ್ರ್ಯಾಕ್ ಮಾಡಿ.

* ಆನ್‌ಲೈನ್ ಶಸ್ತ್ರಾಸ್ತ್ರ ಪರವಾನಗಿ ವೆಬ್‌ಸೈಟ್‌ಗೆ ಭೇಟಿ ನೀಡಿ.

* ಅರ್ಜಿ ಸ್ಥಿತಿಯ ಮೇಲೆ ಕ್ಲಿಕ್ ಮಾಡಿ.

* ಅರ್ಜಿ ಸಂಖ್ಯೆಯನ್ನು ನಮೂದಿಸಿ ನಂತರ ಅರ್ಜಿ ದಿನಾಂಕ/ಜನ್ಮ ದಿನಾಂಕವನ್ನು ನಮೂದಿಸಿ.

* ಶಸ್ತ್ರಾಸ್ತ್ರ ಪರವಾನಗಿ ನವೀಕರಣಕ್ಕಾಗಿ ಅರ್ಜಿಯನ್ನು ನಿಗದಿತ ನಮೂನೆಯಲ್ಲಿ ಶಸ್ತ್ರಾಸ್ತ್ರ ಪರವಾನಗಿ ಅವಧಿ ಮುಗಿಯುವ ದಿನಾಂಕಕ್ಕಿಂತ ಒಂದು ತಿಂಗಳ ಮೊದಲು ಸಲ್ಲಿಸಬೇಕು.

* ಶಸ್ತ್ರಾಸ್ತ್ರ ಪರವಾನಗಿ ವೆಬ್‌ಸೈಟ್‌ನಿಂದ ನವೀಕರಣಕ್ಕಾಗಿ ಅರ್ಜಿ ಸಲ್ಲಿಸಿ.

* ನವೀಕರಣದ ಸಮಯದಲ್ಲಿ ಪರವಾನಗಿದಾರರು ತಮ್ಮ ಬಂದೂಕು ಮತ್ತು ಪರವಾನಗಿಯನ್ನು ಪರಿಶೀಲನೆಗಾಗಿ ನೀಡಬೇಕು ಮತ್ತು ನವೀಕರಣ ಶುಲ್ಕವನ್ನು ಪಾವತಿಸಬೇಕು.

The Arms Act of 1956 allows for the acquisition of Non-Prohibited Bore (NPB) firearms. Indians can obtain a firearm license under the following:

*General Security:* Those providing security to banks, institutions, etc. can keep guns. Furthermore, gunmen for VVIPs and politicians can keep guns.

*Non-Resident Indians:* Any Indian returning to India who has owned a firearm abroad for more than two years must apply for an Indian license.
