Does anyone knows a firearm business startup consultant or lawyer?

Long story short, I have planned to enter the firearm business but the bureaucracy is quite a headache. I have tried to contact various government bodies like DPIIT & MHA. But they aren't able to clear the doubts & hurdles that i face on the rare occasion they decide to answer my phone.

AFAIK first you will have to apply with your DM and get your file approved from him. Then your file will need approval from your state home department and then from Central home ministry.

If you read Arms Rules 2016, many of your doubts will be cleared.

I have read the 2016 arms act & pretty much all other arms acts & amendments. It does give a overview but much of the details are missing. For example the 2016 act says that manufacturers are needed to follow the security manual for defense industries (https://dipp.gov.in/sites/default/files/1403158012.pdf) Which itself is quite confusing & asks for overly expensive procedures, Plus you would also need industrial license. After 2018 you don't need the industrial license (https://dipp.gov.in/sites/default/files ... e12019.pdf) but they don't mention if you still need to follow their security manual or not. I have tried to contact MHA & DPIIT to clear these doubts but they don't bother answering my calls.
