Does issuance of licenses for N.P 315 bore rifle depends on the discretion of district collectors????

Yes the licensing authority i e DM or Arms magistrate has to use his discretion based o the facts submitted by the applicant justifying the need for a fire arm.In addition, the anticidents of the applicant also is an important factor.
