License to manufacture parts of guns
I want to know if we need a license to manufacture parts for guns. To whom should we apply if we want to start manufacturing parts and accessories for guns.

New arms rules say's that we will need a license to manufacture firearms. However parts and accessories of guns are also classified as firearms. What this mean's is that if I want to manufacture a trigger for a gun or a spring for a gun I will have to take a manufacturing license. However the license fee is rs 500 for each firearm. If I want to manufacture 100 springs that are valued at 20 rs each , I will have to take a license by paying 500X100=50,000/-. This is ridiculous , for a spring that costs 20 rs I will pay a license fee of Rs 500 for each spring because the arms rules dont distinguish between a part of a firearm and a firearm.
Please let me know if my understanding of the above is correct

Springs, pins and other such "minor" parts which have uses other than as parts for firearm do not require a license for manufacture/ sale/ possession.
