ARMS AND AMMUNITION DEALERSHIP AS A PARTNERSHIP

Which provisions of the Arms Act allow or prohibit an existing sole proprietary Arms and Ammunition dealership to be converted to a partnership firm. The dealer wishes to take his spouse as a partner. When an application requesting this was made to the Home Department he was asked under which provisions of the act he was making this request. Can anybody help please.
