Rejected. Their letter says "your application for addition of NPB weapon was considered in this office but the same could not be acceded to in view of the fact that you did not mention any purpose/need for obtaining the second weapon".

I'm going to send a letter to the ACP explaining the "need" as well as demanding a personal hearing.

Kindly let me know you applied for addition or teach them arms act they alreadyknow.If you read arms act carefully youshould havementioned the needs.I youthiks you read law and is perfectin thenyou are wrong in learning point of view no one is even 90% close.If you aproach high court you will get a addition but will the court punnish burocrates who denid your request NO.

Ashok,

The arms act does not require me to specify a need for an additional weapon. It entitles me to possess three weapons (+1 for rifle club members). There is even a High Court judgment supporting this.

Sadly, the courts do not punish the bureaucrats, it's this lack of accountability that enables them to deny us our rights.

13. Grant of licenses
(3) The licensing authority shall grant---

(a) a licence under section 3 where the licence is required---

(i) by a citizen of India in respect of a smooth bore gun having a barrel of not less than twenty inches in length to be used for protection or sport or in respect of a muzzle loading gun to be used for bona fide crop protection:

Provided that where having regard to the circumstances of any case, the licensing authority is satisfied that a muzzle loading gun will not be sufficient for crop protection, the licensing authority may grant a licence in respect of any other smooth bore gun as aforesaid for such protection, or

(ii) in respect of a point 22 bore rifle or an air rifle to be used for target practice by a member of a rifle club or rifle association licensed or recognised by the Central Government;

(b) a licence under section 3 in any other case or a licence under section 4, section 5, section 6, section 10 or section 12, if the licensing authority is satisfied that the person by whom the licence is required has a good reason for obtaining the same.
After reading the above it is clear that stating a reason/ need is required while applying for a license. 13(3)a deals with situations where the license "shall" be granted unless applicant is disqualified, 13(3)b deals with all other situations with no "shall issue" directive, basically leaving it at the discretion of the licensing authority.

Came back from my personal hearing today. I was informed by the ACP that he will approve my application for a DBBL shotgun IF AND ONLY IF I agree to the condition that I will not apply for any other weapon for 1.5 years after today. I told him that this condition is very unfair and not acceptable to me. That was all he wanted to hear and rejected me.

I believe the Delhi Police is trying to make an example out of me to dissuade other citizens from fighting for their rights. Serves me right for fighting for my rights!

I am very disappointed to hear that. The condition he put on your application sounds very unfair. I do hope that you will be able to overcome it.All the best.

I went to Karni Singh Range today to inquire about their shotgun rentals. Turns out, I was correct in believing that I can't rent a shotgun unless I have a Shotgun endorsement on my license. The ACP had told me that I should have shown initiative and practiced with a range rental before applying!

Does anyone know where I can get this in writing? Is there a Karni Singh Handbook or rental agreement?

PS I spoke to the Armorer at KSSR said that this is part of their internal policy and he would be unable to provide this document to me. I'm going to go the RTI route here, but would appreciate it if someone has this document handy...

Point 10- last line.

Even if you get an original application form from Karni Singh it will state that you need a copy of the Arms License! RTI will give you the most credible information. You can confirm this but in my opinion you will need to file an RTI with the Sports Authority of India.

Got a reply for the SAI. It basically states that you need a Shotgun endorsement on your license to be able to rent shotguns from the KSSR. While rejecting my application of a Shotgun addition, the LA had asked me to show initiative and practice at the range. This can help others who are applying for a shotgun for sports.
