Is there any age limit to apply for a fresh firearms licence (such as 65 years / 70 years) ?

No. I don't think so.
As long as the person is mentally and physically healthy there is no reason why he can not own a firearm.
I renewed my grandfather's gun licence when he was in his early nineties. Finally got a new licence for myself and had the weapon transfered on my name.This was about 7 years ago. Wonder if things have changed now.

There is no upper age limit for applying for fresh arms license so long the person is mentally sound and does not offend Sections 9 and 14 of Arms Act 1959. Physical health is immaterial for the purpose of applying/issue/renew for arms license since arms are a matter of Fundamental Rights of citizen/person under Articles 19, 21 and Constitutional Right under Article 300A of the Constitution of India.
