Please do tell,What is the process for applying a NOC before taking delivery of new firearm from factory?
Are there any specific forms that i need to submit,or just a written request is enough?
Any pointers as to who to apply for Travel Licence in chennai?

Visit your District Magistrate(DM) office, contact arms section, arms clerk will provide a copy of NOC. Fill it up and apply to DM office for NOC.
For T.L., in Chennai, you will have to apply Police Commissioner, Chennai for T.L., where you will have to submit your NOC, you will also have to pay TL fees in Chennai.
Then you will get T.L.
