Arms are fundamental right under Articles 19 and 21 of the Constitution and Arms Act 1959 is a regulatory law flowing from these Articles. A closer reading of Objects and Reasons of the Parliamentary Bill that became Arms Act 1959 and the provisions of Arms Act 1959 with a "legal eye" will make this even more clear. There are plenty of High Court judgments saying that getting arms license is citizen's right under Article 21 of the Constitution.
If you have a good understanding of law then you can fight your own case as party in person, else contact some experienced civil lawyer who is good at Constitutional law. Your lawyer would need to file writ of mandamus. You may make your lawyer read the following, he will understand and do the rest:
