Req for Info | Some quesions on the license form

I want to apply for a .22 rifle license in Delhi.
I have some questions on the form.

1. If I goto this link http://delhipolicelicensing.gov.in/arms ... m#section1 it says I need to give self attested pictures, birth certificate and other documents. However when I download the form here http://delhipolicelicensing.gov.in/anne ... xure-3.pdf I learn I need to get these attested by a Gazated officer.

2. In this document http://delhipolicelicensing.gov.in/anne ... xure-4.pdf in question 7, it says I need to get a NOC from my company is it true for anyone and everyone

3. In this document http://delhipolicelicensing.gov.in/anne ... xure-4.pdf in question 11 it says I need to provide a proof that I have proper skills to handle a fire arm - What is this proof and where do I get it from?

Any suggession would be helpful.
