According to Defence Service Regulations - Air Force, Para 1374 (a)(ii): Officers are permitted to import/hold one pistol/revolver as a part of personal equipment free of customs duty/without a licence(Simillar provisions exist for Army and Navy).
Has anyone (officer) tried to import NPB hand gun under these prosisions?
If yes, then what result/ details?
If not permitted, then why/ since when?

I knew of two officers in the Army who got Webley revolvers in .38 during the surrender of Pak Army in 1965 and 1971. Some officers, after retirement did get PB licenses for these but if I recall correctly they have been either surrendered or sold off. The licensing issue takes a toll on aged gentlemen
I guess this would fit in point (iv) of your query.
Secondly, as for your query B, I doubt if anyone, whether commissioned officer or civilian will ever let you on the fact that they have an unlicensed weapon of any type!

I am not personally aware of any officer who has imported NPB handgun under this provision. It needs to be determined if these rules will take precedence over restrictions in import policy or the restrictions in import policy will take precedence over these rules. as far as i recall from various conversations, seized, confiscated, war trophies, to gentlemen officers are issued on recommendation of CO and as per a seniority list of applications from the Jabbalpore ordnance depot, officers returning from foreign deputations can get it in TR but no such import was allowed.
after 1971 the dacca market had lot of arms stores which were broken and confiscated by the Inidan army and some officers got the weapons as trophies,
