Hi doc,
AFAIK the Arms Law was not used to create the import ban. The EXIM policy was altered to prevent import of firearms by putting all arms and ammo on the restricted list. Though if you ask any one they will say terrorism/insurgency were the cause, the loss of foreign exchange was the reason cited in creating the "ban".
The funny thing about the Arms Act is that any other prevailing law can be manipulated to create restrictions on arms and ammunition. This is the "loophole" left open for those in power to give themselves more flexibility in creating restrictions than apparent.
Regards,
Anand

EXIM policy comes under the DGFT.. this policy is formulated to regulate the export import of products to and from india in a view to facilitate imports into the country and augmenting exports out of it..having placed the import of weapons in the restricted list of this policy, one can only assume that the reply of the government would be--to protect the IOF from being annihilated, if imports open up..
