Easiest would be to get a gun dealer licence I guess..
Speak softly and carry a big gun!

I think in mumbai, they have a special "Collector"catogory of license.

Mumbai dealers can correct this ?

They do things differently in the Republic of Mumbai.

It is these sort of things(eg..45s as NPB) that makes things difficult for people in the rest of the country as it gives honchos in the MHA an excuse to tighten the screws.
