i want to know if any kind of special license required to buy this gun.. and hw do i get it here in assam

First post an intro about yourself.
Then read the posts on importing an air gun by courier/by post.
Or read the posts on bringing in an air rifle with your personal baggage.

Second what Dev has written, i suggest you start with an intro... and considering you're in for a .22 the only way to get it in would be through the personal baggage route.

also, i hope you are aware of the shots per charge at the 200m bottle breaking power of a pcp. you might play with it half an hour, then spend the rest of the week huffing and puffing the pump gauge

Yeah that is if you can shoot till 100 yards and hit the bottle. I have seen or read about very few who can hit within two inches at 100 yards with a pcp.
