Was there any time limit after that 2016 insane law within which one has to deposit their 0.22 airrifle or obtain a licence?

I came to know about this rule few days back only and till this day I believe 99% of 0.22 owners have neither obtained a licence nor they have deposited it.

Someone please reply. This is very important. Was there any time limit within which we were asked to get the 0.22 licence? I cant find any such period withing which it must be obtained. Please help.
