Do we have any kind of a field target scene in India, any organisation or body that governs it? If not, why is it so?

India is the seventh largest country in the world, I'm pretty sure we can acquire suitable public land for the purpose and do an annual or a bit annual thing?

Public lands are owned by Government. So private lands are the only option.
