Loose plastic cap at the back end of IHP national 35

I bought IHP national 35 0.177 recently. Today while I was looking at, I found the plastic cap in the backside of rifle is loose and not at attached to it.
Is this normal? Shall I use some glue to fix it?
Please advise.

Dear abul,
Previously it was made of iron.
It does not have anything to do with power or accuracy.
It is simply cosmetic.
Do not glue it as it is meant for free fit.
Have they used 'O' ring washer as breech seal ??
