refilling pcp's

Hello,

I'm looking to buy a pcp shortly in Delhi.
Could those of you who own any share how you go about getting it refilled? I've done the research but really not been able to come to a conclusion.

Is buying a hand pump the only way out? If so, what are available models and prices?
Delhi would certainly not have any dive shops with scuba tanks!

Is there any option for refilling free or on cost basis at Karni Singh Range?
