Kolkata IFGians, Please help

Hi Guys,
I've been trying to get a membership at South Calcutta Rifle Club for a few months, and am on the verge of pulling my hair out.
The problem is this single line at the bottom of the form, which says, " Forwarded by The Officer-in-charge (Stamp and Signature)"
So I went to my Local Police Station (Lake), and did the rounds there for a couple of week before the clerk did me the honour of taking my form to the O.C for him to read. ( I couldn't meet the O.C himself, I'm too much of a nobody for that.) The clerk came out 30 seconds later and said, " He won't." I asked him to clarify, and he said that the O.C won't sign it, because he doesn't want to sign for a private club or an individual he doesn't know. Isn't it his responsibility to check my records and sign if I'm not a criminal, or even do a residence check, like they do for passports?
So, I talked to an uncle of mine, who is Ex-police, and he told me that I should go the the Deputy Commissioner's Office. I did, and there was made to explain what I want to 5 different people, before being told that I need to submit a letter to the Joint Commissioner. Through all this, no one I spoke to had any idea what I needed from the Police in a rifle club form. It was as though I was the first person to ever take a rifle club form to them.
So, fellow Kolkatans, and IFGians, I have two questions,
1. Exactly what do I require from the Police to get a rifle club membership?
2. Those of you who are members of NCRC, can you please tell me what the formalities are to join? Do they also require something from the police? I know it's a better club, but it's way too far from my house, which is why I didn't consider it before.
