RIPPLE EFFECT OF DELHI HC RULING

Correct me if I am wrong - my understanding is:
1. Delhi HC is not the Supreme Court at Delhi.
2. The jurisdiction of the HC applies to the states and territories covered by it.
Now my recent experiences:
1. Had applied for the Indian PCP AP from Shri. Makhija at IHP Vatva. Had also sent a draft for INR5K as per booking request amount. It was duly returned to me recently with the letter that due to some legal problems, air gun related sales and services at IHP Vatva have been stopped. Considering the fact that IHP is in GJ and I am in MH, how would that DHC order be applicable in this part of India, i.e. GJ and MH ?
2. Having awaited the butt stock for my rescued .22 AR (Chinese Industry B1) for over a month and half from Humne's at Thane - the gentleman today told me that no air rifle spares are being shipped to him by his Kolkatta Dealers due to the ruling order from DHC, courtesy Maneka Gandhi ! That includes new guns, pellets, stocks, springs etc. etc. Last studied Kolkatta was in the state of WB and Humne's are at Thane, MH. Does not the FIRST British capital of India have a HC that rules for all the NE states along with WB ? So how is th eDHC ruling apply to WB and MH ?
But guess what ? All this order and ruling business has not stopped a few dealers from jacking up the prices of AGs though they will extol how they can not do business!!! So for a nut and bolt and a stock butt, I now await a Supreme Court judgement!!!

AGN,
I guess you are quite right in your understanding. I am hoping IHP has over-reacted by returning your money and all that. Right now its really a pathetic situation. Can't do much about it as an individual.

Hi,
I am also facing the same problem. My order with IHP Ahemadabad is for .177 pneumatic rifle (convertible) placed on April 2011. Mr.Makhija, DGM said the same statement and he said to refund my advance paid. But, I requested him to supply and told me to wait for another one month, because they appealed to Supereme court against the High court order.
Hope I will get my new rifle soon.

That would really be great if you get your PCP AR ASAP. In fact I would suggest that if you have asked them to hold on to your payment and they have obliged then better keep following up. In my case no calls just the draft turned up with the letter.
A bit of rumor circulating is that IHP wants to shut down the AG division (should be called department really). It's allegedly supposed to have a turnover of only INR 1Cr while their main business line (PIPES etc.) rakes in profit of INR 4-500Cr!!! The only reason they kept it going while they did was it was sheer grit and determination of late Walchand Hirachand (the founding father) who in those times thought of making good AR in India (hence he imported Hammerli machines) and subsequently the momentum continued in his memory. But then all good things must come to an end. Hence probably the first chance (read excuse) to shut down "production".
While I have not verified these "news" (hence rumor) as I have no contacts inside IHP - someone on the forum with good links can check it out discretely. And if true, can some sort of consortium be set up by those in this line and offer to takeover the AG plant(s) ? Not only will the IHP benefit from "good riddance" but Indian populace in general will benefit as these manufacturers will get a better base of springers and innovation technology in terms of CO2/ PCP which Dr. Shirsat has introduced a few years back. Using this base they can take the sport forward. That is when Indians will stand up for them. What say ? Or is it a wishful thinking ???
