The news report says

"A lot of paper work and approvals are necessary to pave way for the possession of a 9 mm gun since it is so powerful that it is heavily restricted."

heh heh...and of course 357s are NPB because they are fired from revolvers, which are not very powerful in comparison to the very powerful sophisticated pistols.... (Standard establishment vocabulary)
