Finally Amritsar is getting a shooting range but its in Guru Nanal Dev university. So i am not sure if outsiders (other than univ students) will have access to this range or not and also now sure what kind of range it is.

Here is the news clip
M.S. Gill to inaugurate shooting range
Amritsar, September 3
Dr M.S. Gill, union minister of sports and youth affairs, will inaugurate a newly constructed indoor shooting range of international standards and Asia House Building constructed for the Centre for South Central Asian Studies at Guru Nanak Dev University here on September 4. Dr R.S. Bawa, registrar, said the shooting range had been built at a cost of Rs 36 lakh by the university from its own sources, while the Asia House Building had been constructed at a cost of Rs 1.25 crore. — TNS

It will really suck if they do not open that range to general public (with or without some fee)

So now Amritsar and Jullunder ( PAP complex that big ground next to the bypass flyover) have indoor shooting range. Access is always an issue but it can be worked out since its a local matter.

Still something better than nothing

In Bangalore, the Karnataka State Rifle Club is hosted in University campus, within the Sports Authority of India grounds.
The entrance to the club is thru the University gates. So probably, your club too will function similar, and have access to civilians.
All the best :)
Also, since the clipping above refers only to Indoor shooting range, is there a 50m and 25m range too?
