What is "Pramukh Mantri Rifle"?

I have been issued a handgun license in Uttar Pradesh for self-defense. I am yet to receive the license booklet. When the grant of my license was confirmed final, the Asla babu asked me to submit the following - 1. A Rs. 2000 stamp under my name. 2. An e-challan of Rs. 1000. 3. Another e-challan of Rs. 100 for license booklet 4. Rs. 10,000 deposit proof in the HDFC bank account no. of "Pramukh Mantri Rifle" (This was the name on the bank account).
I want to know about this "Pramukh Mantri Rifle". Someone told it is for Arms Club Association. Could you please tell me what is it? Do I get any benefits like access to a shooting range or something?

This is a first, maybe other members can shed some light on it. If you don't mind, which district are you from?

These are just ways for the Govt to scam money out of legit arms licensees. I have contributed twice to the Gautam Buddha Rifle Association while registering and then renewing my firearms. I have also paid various amounts by stamp papers for no reason. All ways to separate us from our hard-earned money. Do ask the Asla Babu about the same though and watch him hem and haw.
