The following is as per my understanding and a little bit of experience (I am not a legal expert)
To get an area extension (3 adjoining states), you will have to give proof of going there often you can submit your property papers of Rasasthan. But you want to visit Chandigarh, Haryana, Delhi and Rajasthan that is 4 additional states (area validity extension is for 3 adjoining states only). Also since you are working in the three states do you have proof of working like Bank account and Service tax registration in these states.
If not you will not get an area extension but will have to apply for AIV and that is very difficult to get. Your application will go to MHA Delhi for approval and then unless you are very lucky, be prepared to go to court.

It may make sense for you to wait for the new Arms Rules 2015 to be notified. As per the draft put up on the MHA website, the power to issue ALL INDIA is going back to the state government.
Cheers!

Hello,
As per the arms licence department of Delhi Police, and a notification posted there, the validity extension to All India for certain categories is through the assent of the Principal Secretary or Home Secretary of GNCTD, for arms licence holders in Delhi.
For others its the Union Home Ministry.
As for the Arms Rules 2015, does anyone know whats happening on that front? Any modifications? Any betterment?

As of now I feel we just need to wait for the new Arms Rules to be introduced to see how it moves..

Does not appear it has anything better from angle of RKBA. Only better concealment of the real game and motives. May read the following post for the link on MHA website for second its draft
