First of all let me say, this is old news and has been filling the blogosphere and been on forums everywhere in the US for some time now.

"Millions of rounds of high powered ammo": a quote from one of those articles. It sounds like a statement made by the Brady bunch. It is .40 caliber pistol ammo, for heavens sake.

DHS is one of the largest Federal law enforcement agencies. They control departments like ICE, TSA and a whole bunch of other large alphabet soup agencies. These agencies employ thousands of agents. They are all required to qualify regularly. If you can do the math, dividing the number of agents by the number of rounds ordered, it isn't very much. Not only that but the contract is spread out over five years. Do the math. Divide the number of rounds by five and try to figure out how many agents this will be distributed to. A quote from Wikipedia:
With more than 200,000 employees, DHS is the third largest Cabinet department, after the Departments of Defense and Veterans Affairs.[4] Homeland security policy is coordinated at the White House by the Homeland Security Council.
The social security administration issue:
Amid all the outrage from certain bloggers and tinfoil hattery, all I can find is THIS. It is a request for a bid for 174,000 rounds of .357 SIG. Keep in mind that almost every city and town has a SSA office. Each office has armed guards. Each armed guard has to qualify periodically. SSA also has Investigative officers who often have to go to the inner cites to investigate SS fraud. They have to qualify periodically too. Looking at it that way, it is not such a large amount.

The NOAA's National weather service order is for agents of the NOAA Fisheries Office of Law Enforcement. Do you realize how much coastline the US has? Do you realize how many personnel it takes to patrol all that and enforce the laws? The NOAA order was for 46,000 rounds and 500 paper targets. If we assume target practice and do the math, it's a mere 92 rounds per target. I sometimes shoot more than that in a weekend.

A quote from one article:
The federal government is clearly gearing up for the likelihood of civil unrest on a scale that could outstrip what we’ve already seen in countries across Europe.
All I've got to say is that civilians in the US purchase ammo in quantities that are levels of magnitude higher than any federal agency. So taking the above reporters line of reasoning, are we to deduce that civilians in the US are clearly preparing for a massive insurrection against the government? What utter rot!

Some of you may have read my Appleseed post. In the first class we did there were about 20 people and we shot off about 600 rounds each. That was 12,000 rounds shot off by a small group of people during the course of one weekend. In my second class there were 11 people and we shot close to 500 rounds each. That is 5500 rounds. So over just fourdays, an event that I participated in shot off over 17500 rounds of ammunition. Do you see an insurrection in the making? You would be very foolish, no let me rephrase that; you would be downright stupid to believe that.

If you remember a post sometime back that was about ammunition made by CCI. It noted that just one plant alone made 4 million rounds per day. They have been doing that for years and it is all sold to civilians. Where did that insurrection go?

Why do you care how much ammo the Americans buy or use?

Good to see these countries keep their security agencies will supplied with Ammo. If I am not mistaken the US Dep. for Homeland Security includes customs and border patrol, immigration, coast guard, secret service, law enforcement training centers, emergency management etc. with over 250,000 employees.

Compare this with a measly 60 rounds per officer for the entire year given to Police Officers for practicing in one of our states whose CM goes about thumping his chest for combating terrorism. In fact a lot of our men in khaki do not even know how to hold a gun properly.

Warthog,

I think all of us here would very much like to know the reason behind these links that you have posted.Next time please write a small intro. to the links.

The US LE setup with regards to DHS,FBI is not as horrible as the Indian LE setup, their agents are supposed to qualify very well.Don't forget they have SWAT Teams too which are supposed to prove they are expert shots rather than Kerala Commando, some other police commando buffoons that try to show we are great at Counter-Terrorism by breaking bricks. In the Western World police special teams fire thousands of rounds a year per man so that they avoid doing a shoddy job like Mumbai police did on 26/11 where they found out that their weapons did not fire.

But Please do give us your reasons and thoughts behind those links.

You would not want to believe the proportion of khaki weapons that do not fire when there is real action. In some cases there have not been live fire practices for years and decades!!!

In addition to the excellent points XL made and boris's point:
I think all of us here would very much like to know the reason behind these links that you have posted.
So regarding Business Insider, perhaps it is well named. I would note:
...Henry Blodget is the CEO and Editor-In-Chief, a Yale graduate who previously worked on Wall Street before being barred from the securities industry after a conviction for securities fraud
Regarding RT, you should be aware that this news outlet (both print and TV) is funded by the Russian Government, so you might consider it "Putin TV"

Regarding Press TV, it is funded from Iran.

This does not mean that everything from all of these sources should be totally disregarded. That's not the case at all, in fact, I watch RT TV, myself. However, I do keep in mind the perspective and motives of the organization.

Just something to keep in mind...

Dear all,

I could not help but recall that one can hardly expect any unbiased information from any media wherever be it in this world, be it TV, radio, newspapers, journals and so on...The reason is simple and known to all; funding, lobbying... In short there is a particular interest, mostly commercial and quite often doubtfully honest if not vested.

Last year, Department of Homeland Security chief Janet Napolitano directed ICE to prepare for a mass influx of immigrants into the United States, calling for the plan to deal with the “shelter” and “processing” of large numbers of people.

The U.S. Army has also been preparing for domestic disorder

More Alex Jones? C'mon guys!
Let me quote:
A solicitation originally issued by the DHS in April but updated on Friday calls on suppliers to provide a plethora of different types of ammunition, including 357 mag rounds that are able to penetrate walls.
No Federal agency uses .357 Mag. What he means is .357 SIG. This guy can't even take the time to verify the basic premises that his article is built on.
Although the ammo purchases are ostensibly earmarked for training purposes, the DHS has been reticent to clarify why such an unusually large amount of rounds are necessary and why such powerful bullets are required merely for training drills.
Why are such powerful "bullets" needed? After reading the above two paragraphs, does this guy have any credibility left? .40 S&W and .357 SIG are routinely used by police departments all over the country (and civilians). They are both pistol rounds. There are way more powerful handgun rounds that can be purchased and used regularly by civilians.
The primary function of military assets will be focused around, “breaking up unauthorized gatherings and by patrolling the disturbance area to prevent the commission of lawless acts,” states the document, adding, “during operations to restore order, military forces may present a show of force, establish roadblocks, break up crowds, employ crowd control agents, patrol, serve as security forces or reserves, and perform other operations as required.”
Yes I can think of many places where this has already been employed. like the LA riots and Katrina. What is the big deal. Remember all the people who complained (and rightly so) that there was no place to shelter and house refugees during Katrina? People will whine if the Feds have no plans in place and they will complain if there are plans in place.
“Crowd control agents” will also be deployed for the purpose of “reducing resistance,” states the manual, which also implies that troops will be used to confiscate firearms.
Umm... Water cannons and Tear Gas comes to my mind. Not sure how he comes up with "confiscate firearms" out of that statement.

Some of these rags can only get people to read their pages if they are sensational. Alex Jones really doesn't have much credibility. Mainly because of rubbish like this.

With many Americans now becoming “pre-revolutionary” as a result of their fury at the Obama administration and equally unpopular lawmakers in Washington, potential civil unrest could spring not just from a poverty-stricken underclass, but also the shrinking middle class.

Perhaps that’s why the Department of Homeland Security is increasingly focusing its anti-terror apparatus on white middle class Americans, portraying them as domestic terrorists in a series of PSA videos. In addition, ‘Occupy’ protesters are also now being characterized as terrorists.

Hat Tip: Public Intelligence, Hong Pong.
After reading this rubbish, the hat tip of the day seems to be where they are passing out the tinfoil hats.
