What are the requirements for display of non active cartridges as sold in display cases in the USA. How does one gat a license for this and what are the import rules. Does this kind of license involve the same kind of run around as a normal firearms license??

How does one gat a license for this
Why do you think, you need a license under Arms Act 1959 for non active cartridges? I am assuming you mean empty cartridge shells with bullet attached but no explosive charge or primer inside the cartridge shell. If you could please qoute the relevant sections under Arms Act 1959 or rules under Arms Rules 1962 that makes you feel that license is needed for this?
what are the import rules
Please search for applicable exim codes and the related policy. If the policy is "free", then you do not need import license. If the policy is "restricted", then you need an import license.

I do own a couple of display boards, and quite frankly find them a waste of space. I would happily ship mine to whomsoever wants them, though they do contain live cartirdges mostly.
