Contrary to what urban legends and Hollywood makes one believe snipers work alone, they tend to work together. Snipers have limited field of view due to the scope so they won't be effective without spotters. Also police snipers and military snipers have a lot of difference.

Hollywood leads us to believe so many things about military affairs that are far from truth. Snipers for one are not just killing machines. Although target elimination is a part of job description primary mission is always intelligence gathering. Military sniper is more of a scout operating in pairs. Sniper + spotter is the usual team size where spotter is also a qualified sniper. This configuration holds true for police snipers as well. You can't allow your sniper to be unprotected while he's busy reporting the movement.

Snipers are used for collecting intelligence deep within enemy lines and also help in building a clear picture about ORBAT of enemy in that particular area. Decision to eliminate a key target might come from higher ups. Once target is eliminated, sniper team has to exfil that area which happens to be one of the most dangerous phases of mission. By now element of surprise is lost and enemy (with bigger numbers and higher mobility) will be on hunt. Looking at it, no commander would want his sniper to take the shot unless target is immensely important.

Case of Canadian sniper is a different scenario. In there Talibans are the intruders and not Canadian forces.



There is a nice read titled "The Ultimate Sniper - An advanced training manual for military and police snipers" by Major John L Plaster (Paladin Press). It is highly recommended for follower of this art form.
