For a country facing insurgency and militancy, its defence and security forces place orders for only 90,000 5.56mm assault rifles out of a total of 164,000 small and personnel arms a year. This the average yearly production of its ordnance factories.
According to information given to the Indian parliament by Minister of State for Defence, Mr MM Pallam Raju, the production is largely from three state owned factories, Rifle Factory Ishapore, Small Arms Factory Kanpur and Ordnance Factory Tiruchirapalli.
Interestingly, there are no private companies manufacturing personnel weapons for military and security forces in India.
India imports an unspecified of assault weapons, especially AK-47 rifles and other specialized weapons such as for sniper use.
According to Gunpolicy.org, a U.S. based website tracking small arms all over the world, India military forces have 5.7 million personnel weapons.

Elementary my dear Watson, it is a question of commissions that gets deposited into Swiss bank accounts and other safe havens around the world. Once the deal goes through without any hue and cry in media, then after safe hibernation for few years in these secret accounts, if desired the money travels into India through hawala to land in the pockets of the people who matter. Otherwise such money is kept abroad to be used by their kids sent to U.S.A for "higher studies". If such weapons will be manufactured in India, then how will such transactions happen? They will become very risky.

most serious mistake, which can be made during any conflict of war is not understanding the nature of conflict. In India it is 4GW - fourth generation warfare. In such kind of long lasting conflict, that will be mistake to rely on weapons or on technology in general. it really does no matter, what amount of assault rifles India import or can manufacture. it cant change or influence anything. thing is that war is profitable and terrorism is profitable too. Most important question, who is interested to profit from it. who for example was dropping Indian hotels shares few days before 26/11, and then buying it back few days later when stock market crashed, fact is that millions been made in few days. that explains also why they have chosen Mumbai for attack. that is the nature of modern wars.
