The term "sloppy" when applied to certain special forces refers to their attire, not their capabilities. "Sloppy" attire is typical of SFs who specialize in undercover work - hence the Marcos covering their faces on TV. here's a de.scription of the Marcos from the Bharat Rakshak site.
