Hi fantumfan: I think CC is right, the Marcos are the most probable.
The term "sloppy" when applied to certain special forces refers to their attire, not their capabilities. "Sloppy" attire is typical of SFs who specialize in undercover work - hence the Marcos covering their faces on TV. here's a de.scription of the Marcos from the Bharat Rakshak site.

"They operate similar to the Israeli Mistaravim units by sporting beards and wearing the firan (Kashmiri suit), thus making them indistinguishable from the locals. The unit has gained a fearsome reputation among nervous terrorists and are variously referred to as the Dadiwali Fauj (Bearded Army)".

Yup very likely he is a MARCO, its daylight so it was probably day 2 by which time the NSG were in charge of the op. Were MARCO's involved in providing perimeter security ?

that guy seems to be from normal infantry or paramilitary army SF wasnt there in mumbai,MARCOS left as soon as NSG took over,though they gave media interviews in masked attire anyway in any CT ops MARCOS always wear black gear with MP5 navy version you wont find them in camo's.

marcos first guess and more likely they are based near by but in fleet/sneakers that doesnt match them so who knows some special local police folks. Marcos must have a very distinct or special dress ?

grewal sir,its not a marco for sure sometime back in 2009 these photos were on circulation in some SF community some of the infantry guys said its absolutely not a MARCO,then a guy who didnt want to name himself said that MARCOS in CT ops in urban areas or even amphibious ops,oil rig raids use black uniforms,these are some very recent photos of the marcos from a defense blog:
