My friend has got his new arms license from Hyderabad, Andhra Pradesh. And has been asked to get license book. We have contacted a few dealers, collector office etc but could not find one. However, a known dealer has suggested us to get one printed ourselves, exactly as the real one.

Before we plan to print (DTP), we would like to know the legality of going further. Thanks.

no problem with that as long as it is of the correct format, a little taken back since hyderabad has many arms license holder thus the LA should have plenty in stock.

just get the right format and have it printed not a major or minor issue, since the LA is requesting you to do so. someone else had the same problem and had it printed few years back on the forum,

if you say it can not be done, then you are right, for you, it can not be done.
