Dip in fresh licences hits sales of arms in Gurgaon

It caused some economic disparity and crime rates were on the rise. A concomitant rise was seen in the sales volume of arms and weapons. Prime customers were property dealers, businessmen and politicians who feared for their personal security. It might portray that arms dealers in the city must be raking in moolahs, but on the contrary, gun shop owners in the city are almost on the verge of pulling down their shutters.

"There was some business seven years back but now it has finished. Sales have gone down by 60 percent," said Tejinder Singh Yadav of Sector 12 located Haryana Gun House, which has been in sales and repairs all types of arms and ammunitions for the past 12 years.

Industry people maintain that their business relies on the number of licences issued by the district administration. As fresh licences are issued between far and few there are months without a single weapon being sold.

The number of gun licences issued to residents of Gurgaon has dipped over the past three years. As per police sources from 94 in 2010, the number of licences issued fell to 63 in 2011. And since January this year till August, 24 arms licences have been issued.

Gun shop owners believe that the district administration has become more stringent with issuing arms licenses. Before 2009, obtaining an arms licence was easy as the authority lied with the district magistrate. After the constitution of the police commissionaire in 2007, the Haryana government issued notification in October 2009 and appointed the joint commissioner of police to exercise the jurisdiction. In 2009, only 17 arms licences were issued as per police sources.

Wherever arms licensing has been taken out of the hands of the executive and placed into the hands of the police, there has been a major decline in the number of licenses issued. As a rule policemen in India do not like citizens to be armed (there are some exceptions), not surprising considering the fact that our police force is still organized and trained in the manner of a colonial police force!
