The police have also put in place new procedures for issuing arms licences in the city, due to which the number of arms licences in 2008 came down to 477 from 750 in 2007, around 30 per cent less, and was the lowest in five years. “Only people citing genuine reasons are being issued licenses,” the officer said

It was already extremely difficult to get a firearm legally for self defence. No matter how strict the rules are made, they can never prevent criminals and terrorists from getting the type of arms they want. They do not respect the law or line up at the doors of arms licensing authorities.

I am agreed with the goodboy_mentor . It is very very difficult to have a handgun legally for self defence. How strict the rules are, had never prevented crimals and terrorists getting the type of firearm they want.
They can have the firearm with them whatever firearm they want.
All the restrictions are for the law abiding citizens.
In USA a person can get the firearm of his choice legally, but in India it is never possible. Are we born in Wrong country. We are law abiding citizens but can not get a handgun legally.
