Article 14. Acquisition of the Russian Federation, the importation into the Russian Federation and export from the Russian Federation, foreign citizens civilian weapons

Foreign nationals may acquire in the territory of the Russian Federation civilian weapons under licenses issued by the law-enforcement bodies on the basis of applications of diplomatic missions of foreign states in the Russian Federation, of which they are, subject to the export of weapons from the Russian Federation not later than ten days from the date of the acquisition of weapons.

Mechanical sprayers, aerosol and other devices equipped with teargas or irritating substances, electric shock devices and spark gaps of domestic production, air guns with a muzzle energy of not more than 7.5 J and caliber up to 4.5 mm, foreign citizens have the right to acquire the territory of the Russian Federation without obtaining a license.
Sport and hunting weapon can be imported by foreign citizens in the Russian Federation in the presence of a contract for the provision of services in the field of hunting, or invitations to participate in sports activities and the corresponding resolution of the federal executive authority responsible for the development and implementation of the state policy and normative legal regulation in the the field of internal affairs. Sport air gun with a muzzle energy of not more than 7.5 J and caliber up to 4.5 mm can be imported by foreign citizens in the Russian Federation to participate in sports activities without the permission of the federal executive authority performing functions on development and implementation of public policy and regulatory legal regulation in the sphere of internal affairs, if invited by the organizers of sports events, sports federations nationwide petition, accredited in accordance with the legislation of the Russian Federation, and certified that all-Russian sports federation list (list) of imported weapons. Said weapons must be taken out of the Russian Federation within the time stipulated in the contract or an invitation.

Prohibits the import into the Russian Federation and the use of the territory of the Russian Federation of all kinds, types and models of weapons by foreign citizens in order to ensure personal safety, to protect the life and health of other people, their property, cargo tracking and other purposes not listed in the third part of this article if it is not provided by international treaties of the Russian Federation.

Violation of foreign nationals terms of export of weapons from the Russian Federation, as well as procedures for its entry into the Russian Federation and the use of the territory of the Russian Federation entails the seizure and confiscation of arms in the prescribed manner.

Said registration is made on the basis of an invitation to participate in the relevant event or exhibition of any contract concluded with the legal person conducting the relevant event or exhibition and have permission to store weapons, with the application of the list (the list of) imported weapons, certified by the federal body of executive authority responsible control and supervision in the sphere of protection of cultural heritage, permission from the federal executive body responsible for drafting and implementation of the state policy and normative legal regulation in the sphere of internal affairs, the certificate of conformity requirements for civilian weapons and conclusion of the state examination, confirming the authenticity of weapons, having cultural value, or compliance copies of old (antique), weapons or replicas of old (antique), weapons specific pattern weapons that have cultural value.

Temporary importation into the Russian Federation and export from the Russian Federation copies and ancient replicas (antique), weapons of foreign nationals to take part in the conduct of historical and cultural activities are carried out on the basis of permits issued in the order established by the federal executive authority responsible for the development and implementation of state policy and normative legal regulation in the sphere of internal affairs.
