My personal feeling is that the following statement is back to front!!

"As the SSP pointed out, “One does not need to know how to fire a weapon to get a licence. All they have to do is prove that they face some sort of threat.” "

The rather silly thing of "provable threat" still looms large in the mental (?) makeup of our upholders of law & order!
