ammunition quantity

as per the new instructions by the govt we are allowed only 50 cartridges annually.all the previous permissions for more number of ammo per licence stand cancelled.this is the state of affairs in punjab

Was there a published reason behind this decision, or did someone just throw a needle at a dart board?

No, its not exactly that. The permission in the license doesn't stand cancelled. Although one can not buy more than 50 in a year but one can keep and bear no. of cartridges as stated in one's lic. I have permission for 150 ammos on my lic. I can keep and bear that amount.
According to new policy dated 31.3.10 dealers were told not to give more than 50 ammos on one lic. My father recently got ammo quantity increased and the LA increased it from 25 to 50. After 31.3.10 the LA don't increase the quota above 50.
Also the state home dep. were ordered to stop All India Validity from 31.3.10 onwards. I had applied for All India in March'10 but by the time my application was processed it was April so they replied me via a letter stating that they no longer has the power to do so. I again gave application for extending three neighbouring states which were granted.

Questions on ammount of ammo law.
1. Is this a National law, or a regional law?
2. Does this mean you can only have 150 rounds in your possession at any time?
3.You can only purchase 50 rounds per year?

its neither, a ministry can not make law, law has to be made and passed by the Parliament. its a advisory , notification which is treated as the law by the government etc. its not in the arms act therefor it is outside law a black law in disguise of notification etc.

So it is just a fancy Government paper that local officials will paste on your face to influence and scare you away.
But it will fall like a paper palace once the applicant is known to be aware of its reality and challenges it (in or outside the court). It isn't the law, that we should bow to it.

the only way to get the government to keep the law is to take them to the law court.
