Chapter V contains a synopsis of the presentation made by NAGRI (to the committee) as well as suggestions on how to amend the Arms Act to make the existing law more citizen friendly.

I did go through the detailed report word by word & line by line.

It is discerning to see how MHA has violated the parliamentary protocol so confidently and gone ahead with issuing directives to States / UTs.

However, while its my perception & I maybe completely wrong as am not well versed with legislations, isnt Standing Committee coming across as a weak body to fight against so-called Executive Branch of Govt namely MHA? Throughout the process while the Chairman & the committee has repeatedly asked several questions, not only have they been ignored but the Home Ministry has actually gone ahead and issued notifications to the affect of what it has proposed in amendment of Arms Act

Whom amongst them is authoratitive / stronger - Home Ministry or Parliament / Standing Committee? If its former, then well lets welcome Arms & Ammunition Policy 2010 with open hearts ( ), if latter than what will be the consequences?

Pls enlighten!

1. Ministry did not go through the accepted and traditional/normal Parliamentary Procedure.
2.Gave directions to States regarding Policy even after the Standing Committee brought it to the fore that it should wait until it gives its report.
3.Moved with unexplainable speed in making these changes.
4.Brought about the amendment without any evidence.
5. Did not adequately (to the satisfaction of the committee) answer its questions.
6.Did not conduct any study to substantiate its motives behind the changes.
7.In effect made changes to the Law without Parliamentary approval.

All in all I look at this as a positive move by the Home Standing Committee

So what happens now ? Will it be reverted or shall we grumble and live with it ?

Beyond the usual inane government bakwaas, what I noticed disturbingly is how meekly the GOI is bending to the UN.... tails between their legs. There is a very thin line dividing that and surrendering the sovereignty of the nation to the world body. It fills my mind with dread.
