Has anyone thought of Anna Hazare's crusade for the Lokpal Bill in the context of corruption in the licensing set up?

In my opinion there is no point in fighting against corruption in licensing department because it is incurable disease since the very concept of licensing breeds corruption. There is a saying in Hindi "Na rahega bans, na bajegi bansuri". Solution lies in getting rid of the procedure of licensing itself.
My logic is that since RKBA is a fundamental right guaranteed under Articles 19 and 21, the Constitution has already given "license" to all the citizens except few who are unlawful elements. These babus(Executive) are merely issuing a copy of that license to the law abiding. They are not "granting" any license as claimed by Arms Act 1959. If they are not able to give any
valid reason to deny the issue of license within a specific period, license should be deemed to have been issued since the applicant cannot be deprived indefinitely of his Constitutionally guaranteed fundamental right without giving any valid reason.
Foundation of our country is our Constitution, for the people foundation of the Constitution is Part III. If the Constitution is subverted by subverting the basic fundamental rights of people, what kind of State will grow out of that subverted Constitution? Nothing but a corrupt and tyrannical State. This is exactly what we have. Who gains and becomes secure by subverting the Fundamental Right of RKBA? Nobody except the corrupt and the criminal elements. It is for this very reason that RKBA is clearly enumerated in the 2nd Amendment to the US Constitution.
The problem is that most people in this country are not able to find connection between RKBA, freedom and corruption. But some are beginning to understand this. If explained they understand it like at

Anna Hazare incidentally hails from Ralegaon Siddhi, in AHmednagar District. Retiring from the army as a havaldar, 'Anna' as he is fondly known, took up the development of his village. Previously a drought prone village, through the construction of small dams, bunds and employing other rain harvesting measures, Anna has transformed this village into a water sufficient one.
This Gandhian has provided a ray of hope to the aam aadmi, that the system can be changed. I firmly believe,that in the span of 5 years, there will be a revolution led by Anna, this 'revolution' will first take place in the 'minds' of ordinary people, we need to believe that the system can be changed,once this thought enters our mind and forms a collective belief, then actions small and big from millions across the country will follow, snowballing into a juggernaught that will smash through the Indian Bastille.
All we need to do is to BELIEVE in ourselves. The rest will follow.

I have a lot of respect for him.However,I would like to point out that punishment alone has never acted as a deterrent.Unless you look at what causes corruption,you will never be able to end it.It is not as if it has never been done in India.You just have to look at the overhaul of the civil services during the colonial years to form an idea as to what needs to be done.
Now lat us see what was done.
1.A substantial increase in salary.The ICS officers were the highest paid civil servants anywhere in the world.The Provincial Civil Services were also pretty highly paid .After independence salaries were cut drastically and then not increased till the late 70's.Before this change and especially during the time of the EIC,civil and military officers were paid low salaries and it was assumed that they would supplement their income through 'other' means.This is what is happening now in India.The difference between the lowest paid and the highest paid civil servant in India is in fact lower than even in China,which is a communist country.
2.Zero tolerance to wrongdoing.The All India services seem to be immune to any form of disciplinary action.Though they work in the states,no action can be taken against them without the approval of the GOI.An approval that rarely if ever comes.Considering themselves immune to prosecution or disciplinary action many go about behaving like thugs,extorting money or even out rightly looting the treasury.Tellingly,most in the All India Services can not cite examples from independence of members who have been removed from service for wrong doing.Most would quote from pre 1947 days.
A Lok Pal is just treating the symptoms and is not a cure.However it is something easy to do and so quite popular.

Wow .Wouldn't that be great.
All citizens have the RKBA and do not need an arms licence at all.
and
All Criminals are issued a licence which states that they DO NOT have the Right to Keep and Bear Arms........

The people that made it to the ICS ,Imperial Police or the Military were a class apart from what we have today . Very much like the Netas of the times gone by , when compared to those today.
