I live in a mountain surrounded area, on the foothills of the western ghats. The lofty mountains have thick forests and in them , GANJA [MARIJUANA] is grown.Here the people who do this have a battery of illegal arms. Once on a trekking trip, i chanced to come across them. they screamed at us in full " holy" words and brandished their fire power.one of them had a M1 garand. another a very old double rifle and undoubtedly illegal. If an oppurtunity presents itself , They may even shoot tigers and elephants in the high ranges and go scott free and unnoticed. when this is the situation in all unpoliced and far flung areas,and these guys rule the roost,where does a law abiding citizen stand. he may be forced to obey these outlaws and become forced law breakers.
The home ministry is trying to push this real menace of un licensed arms under the carpet and does not come out to address the root of the real problem and WEAN OUT UNLISENCED FIRE ARMS,but tries to make lisensing more dificult for the common man to be lawabiding . Lately i came to know that a unlisenced local made SBBL costs only rs/ 6000/- . and is far more better in quality than the licensed company made ones.
I have already started to feel the pinch of the MHA guidelines or mis guided lines. I had sent my SBBL shot gun licence for renewal in OCT 2009 and am yet to get it renewed till date. lately , i have been instructed to obtain a GOOD CONDUCT CERTIFICATE from the local thashildar and produce it along with my weapon.
How does the thashildar know that i am a good guy or a bad one?. The police alone can have records about me and not a thashildar, who has so many work and things to do . is'int it ridiculous .this is the sort of comedy that is played upon the law abiding license holder.
Then here comes accounting of shots fired. you cannot ask your adversary to come to a shooting range or zone to fight it out and collect the empties and account for all shots fired .
First of all the MHA should know the actual feel of the common law abiding indian . He is always under threat. Can any body tell me one instance where the police have responded to requests of threat to life and property . YES ONLY AFTER THE INCIDENT TAKES PLACE.. so a licenced fire arm will be a deterant than a problem.
So the MHA does not really know about the common Indian. Only do IAS, IPS and other bureaucrats and MLAs and MPs and political weights need protection and NSG and all guard dogs etc.?
I am requesting you fellow ifgians to come together and make RKBA, a reality within reach for all indians alike.
