Orieng,
The foreign exchange point is relevant.
The Public Interest based on law points will be assesed by a lawyer. If by any chance, the Delhi High Court does not admit the PIL, it can be taken to the Supreme Court then. Association and prominent individuals arrayed as petitioners will increase the chances of the PIL getting admitted.
Do something soon? Engage a lawyer- have a chat with one, and he will assess the viability of making a PIL. Decide who will lead this case, and I can PM the contact details of my lawyer if that is required.
First step- decide who will lead this case as the key person.

Re: PIL against Gun import restriction in EXIM policy
Hi,
Are we filing PIL, So we public will have access to better weapons both in terms of quality and price? If PIL is filed on above grounds that definetly it will be not be addimited. There is state to protect its citizens and just look at the way public looks at weapons or bearer of weapon. We cannt compare ourself to America. Look how they run democracy and how we do? Allow access to weapons at reasonable price, many would like to arm themselves. Right now one of the major deterent apart from strict rules is the price one can purchase weapons. For example if diana 54 or TX is made available for the price its available abroad many of us would like to go for second or thrid.
For PIL so many thing are required. Amicable environment, prompt action incase of missuse and most important educated and responsible citizens. All above are lacking.
There is state to protect its citizens, if state fails that does not mean that citizens should take law in hand. This line of argument will only result in arguments and counter arguments.
Sports could be one reason for PIL. Easy access, quality weapon and competitive rates. What the GOV has done with .177. Member of rifle club. Forget renowned shooter eligibility..I was reading, where one of our champ recounted while in ITAY he took a cab to shooting club. The cab driver also took out his arms from the boot and joined him. Lets shooting be like any other sports here in India.
Cheers
