A Mortar, as in mortar & pestle? The material looks to be Onyx or an Onyx like stone... maybe used to grind down black powder?

ok its made from jade but that is not the issue. what is it or used for?
i am feeling generous so here is a clue.
it is used in shooting but not as we know it.
