Looks like some semi auto(full auto?).22LR home job.
The magazine looks such.
From the angle of the pic.... the barrel looks like a flat broad piece... almost like a side by side double barrel!
Is that it? The full size extractors and ejection slots on both sides seem to suggest that.
The octagonal barrel seems crude though - almost like a file job.

Well I won't call it ugly as I do not like to criticize another persons work.
I don't know what tools the other person had at his disposal, maybe he had to make all of his hand tools.
At any rate, I'm going to guess that it is a semi-automatic as it would appear to be designed to fire from a closed bolt.
It looks to be a rifle receiver, and I believe the barrel was the original stub of barrel with the top and bottom filed down to a smaller and lighter profile.
He did forget to put a front sight on it, which could simply be a small machine screw tapped into the top of the receiver.

Only decent thing seems to be the magazine and the barrel , probably stolen off a revolver
Cocking piece on the left and ejector/extractor on right?
closed bolt, but blow back?
openable top cover,hinging on that large screw behind the barrel?
Damn, I'd hate to open this puppy, or file the bits and pieces.Go on Jonah, give us the worst.Remember, right to keep and bear arms does not exist in India...

My guess seems to have been pretty close- Turns out its not a home job:

Heres what I filtered from the info thus gleaned:
"The Columbian Policarpa 22-2 Dual .22LR is a side by side two bbl, dual magazine .22 machine pistol. Originally designed by Heinrich von Wimmerspreg of Austria and the rights of this weapon was done in Columbia S.A. by Policarpa. The gun 22-2 is a very unusual design using two bbl, a dual siamese mag and one bolt with two firing pins.

Wonder how Indian law would regard a double barrel .22 Pistol - That would be a mean CQ defense arm

Well if this gun was made in a proper shop, I take back all my comments about not criticizing the quality!
I did not realize they do not have proper screwdrivers in Colombia, for starters!
