The message is loud & clear,angle of inclination clearly shows the cops personal preference of" PUMP ACTION " shot gun in the backside. Thank god its not a double barrel loaded with two "BALLS " in each chamber, or is it display of affection in public? May be desperate measure to fulfill (lethal) desire.as George Bernad Shaw has quoted "vertical manifestation of horizontal desire ". On a serious note Whatever indeed it is a dangerous act particularly for a police man, it does not matter whether the gun is loaded or not surely this action is setting a very bad precedence.

Literally 'dumb @ss' who will someday be mr. no #ss.

I couldn't stop laughing to see the foolishness of this cop(true to his character lazy and ignorant). I think the gun is loaded if you look at the trigger closely its like pulled a bit back I wouldn't doubt if this ain't loaded. Baljit paaji I hope he didn't accidentally shot himself the next day.
