Would it be legal if we make a toy cannon that follows the description of gsr 991 toy cannon.
What i want to ask is that, can we make a breech-loading toy cannon that is smoothbore, has a bore length of less than 24 inches and a caliber of less than 1 inch and shoots iron balls propelled by a seperate pellatized propellant and triggered by either friction primers or percussion caps? What if we make an armoured car that uses pedals to move and attach that toy cannon to that vehicle using a jyroscope?

That sounds like a real gun of some sort than a toy.

I am looking for confirmation because im doubtful. Would that toy cannon be legal without an arms licence?

It will not be legal. Please refer to the Arms Act and Arms Rules 2016.

“small arm” means any man-portable lethal weapon designed for individual use (of caliber up to 12.7
mm) that expels or launches, is designed to expel or launch, or may be readily converted to expel or
launch a shot, bullet or projectile by the action of an explosive and includes inter alia, revolvers and
self-loading pistols, rifles and carbines, sub-machine guns, assault rifles and light machine guns, as
well as their parts, components and ammunition but does not include antique small arms and firearm
replica.

Note:
Shotguns, sporting rifles and muzzle loading black powder firearms, though of caliber of more than
12.7 mm are also covered under small arms;
