i want to know which gun parts are prohibited to manufacture without manufacturer license?

You need to read Arms Act 1959 and Arms Rules 2016. Specific parts you may wish to read are:

Arms Act

Section 2 (1)
(b) “ammunition” means ammunition for any firearm, and includes ---
vi. parts of, and machinery for manufacturing, ammunition, and
vii. such ingredients of ammunition as the Central Government may, by notification in the Official Gazette, specify in this behalf;

(c) “arms” means articles of any description designed or adapted as weapons for offence or defence, and includes firearms, sharp edged and other deadly weapons, and parts of, and machinery for manufacturing, arms, but does not include articles designed solely for domestic or agricultural uses such as a lathi or an ordinary walking stick and weapons incapable of being used otherwise than as toys or of being converted into serviceable weapons;

Rule 2.
(30)“manufacturer” means a person, who manufactures, sells, tests (other than proof-test), exports, imports or transfers or keeps for sale, or test (other than proof-test) firearms, their parts, components or ammunition or arms other than firearms;

(37) “parts and components” mean any element or replacement element specifically designed for a firearm and essential to its operation and includes barrel, frame or receiver, slide or cylinder, bolt or breech block, and any device designed or adapted to diminish the sound caused by firing;

As well as Rule 4, Rule 51, Rule 52, Rule 53, Rule 54, Rule 55, Rule 56 and Rule 78.

As you will see from the above Sections/ Rules, parts & components under the law are VERY MUCH considered the SAME as a fully assembled firearm/ ammunition.

In the Arms Act the ONLY relief, is that which is given under Section 45 (for possession of minor parts) but no such clear relief is available for manufacture of the same.

The Arms Rules 2016 more clearly defines the meaning of "parts and components" [see Rule 2(37)] and explicitly mentions some of the major firearm parts, but there too the words used are "any element or replacement element specifically designed for a firearm and essential to its operation".

What this essentially means is, unless a particular part can be shown to have use other than in a firearm (for e.g. screws/ nuts/ bolts/ springs/ pins etc. which can have innumerable non-firearm related uses), it shall be construed as a firearm part and treated the same as a firearm. Thus necessarily requiring a manufacturer license (Form VII of the Arms Rules 2016).

did bolt carriers are allowed to manufacture? or i can import bolt carrier and trigger groups?
