You guys have posted the name of the tool used. But if this article encourages IFG'ians as well as other people who visit this site, there has to be general details on the availability (in India???), cost of the tool kit without which this process is not possible....

a dremel is a basic tool available in any power tool outlet like bosh,bosh has also introduced their lower range but good quality tools named 'skill'.cost would vary from city to city due to taxes and octroi but you may get one around 2000rs.
if you check my post on making a match grip for my airpistol you may get some nice idea also i had sand stippled my gunmark rifle,there are various kinds of stippling and you may try the one you are comfortable with and works for you.
generally i use the pointed tool ,a part of a swiss knife for direct wood stippling and you need no hammer for the same just let it fall from a height of 2 to 3 inches on the marked surface of wood in a random and not following any symmetry would give nice result.
