Why are ammo used by police and other armed forces put under PB category

Probably a left-over from the times of the Raj. So the bad guys couldn't readily get their hands on ammo for rifles captured or stolen from the government. Governments/politicians, unfortunately, tend to think (?) alike. Cheers.

....and it doesn't help that the wood-heads also include firearm types as Prohibited Bore....even when the Bores are not prohibited...
