AFAIK - no one sells rubber bullets to civilians in India. Anyhow, as Naga has pointed out they are primarily used by security forces typically for crowd control type of situations.
These type of bullets are completely useless for either self-defence or target shooting, so my question is - what do you plan to do with them anyway?
Cheers!

They are hard hitting even though made of rubber. A normal small time burglar armed with a knife etc. is a scared fellow who loves his life as much as any of us do. He comes with an intention of making some dough and getting away with it. From what I have seen, such thieves flee the moment they are challenged. The more daring types lose it when they hear a blank gun being fired or when they are hit(by a rubber bullet for example). Just my POV from my personal experience, i know several of you will/might disagree with this.

The IOF website lists 12 bore cartridges under the category riot shots. They might contain rubber shots. I don't think they are available in .22 of .25. However, these will be available only for defence personnel and not civilians.

i personally feel that the first shot fired at an intruder /attacker should be of a rubber which would not fatally injure him,if he runs away fine if not the next round would be a fatal metal slug

Interesting approach, this would present an unique situation in court if this happens in India. You could say that you tried a non lethal round, when it failed the lethal round followed.
Wonder how that'd affect the Judges and the Babus.
Not sure if I'd go with this approach though.

I guess in this case you got to be ready with two guns.. one will rubber bullets and one with real bullets ( which might not be always possible especially while in a situation) .. I would personally first fire a warning shot which should be enough to scare the intruder/attacker and if that does not work, then a straight shot should do the job...
