Importing gun grips and other parts/accessories

Hi members. I need a pair of grips for Webley scott metropolitan 1908 pistol. But the manufacturer does not deliver to India. Now all the other freight forwarding companies are refusing to deliver it. Rubber grips, holsters, slings etc are excluded as per ยง 121.1 of The United States Munitions List under ITAR.
Inspite of such clear rules, I am unable to import a pair of harmless grips. Please advise as I need the grips as replacement for old cracked ones.
