Unless I am mistaken N.V.D's have been on the restricted list (of imports) since forever. This basically means that you need an import license to bring them in to the country (BTW ditto for gun sights & rifle scopes), AFAIK there is no restriction on their ownership once they are in-country.

Wildlife watching at night.
A lot of animal movement is at night.
Apart from the novelty of owning one, thats the numero uno use of one.
I was browsing through the itc(hs) codes and came across this.

Hi Moin,i hope you dont mind if i take this instead of Ab,its not the Civvie application of this,ITS THE JIST OF FREEDOM,ITS THE GOVTs RIGHT TO TAKE AWAY WHATEVER THEY FEEL LIKE TAKING AWAY WHICH SUCKS,in US people own AKs,M16s,neither are hunting or sporting rifles but they have the Right to own the Civvie version of the same,they have freedom of living the kind of life which they feel like, here if the Govt had its way they would have taken away walking sticks from old people.

In banana republics the governments can do anything. Here the Constitution does not even trust its own citizens when they assemble peaceably. That is why Article 19(1)b of the Constitution mentions about peaceable assembly
and without arms. Why it is so? Is Constitution scared of peaceable assembly of its citizens? On Sunday 13 April 1919, the citizens had assembled peaceably
and without arms in Jallianwala Bagh. The government was able to massacre that peaceable assembly easily. Does the Constitution want the government to have same "facility" to conduct massacre of peaceable assembly if required?

My google gyan says that 1st gen NVD's are not very good.While their export is not restricted,the export of 2nd and 3rd Gen NVD's invariably requires an export license.Violation of this can lead to your being a sarkari mehmaan of these countries.Members here have no chance of getting an export license if they apply for one...that is if they can get over the sticker shock of 2nd and 3rd gen NVD's in the first place.So all in all,the impact of this on the market for NVD's in India is not going to be severe.
